You all must know that RTO issues two types of licenses to everyone.
- Learning License (LL – Learning License)
- Permanent Driving License (DL – Driving License)
The learning license has a duration of six months. Whereas the period of Permanent Driving License is valid for 20 years when it is issued for the first time and after that the Permanent License has to be renewed every 5 years. Medical certificate is mandatory for both the licenses.

Step 1:- First of all you have to go to the official website of Sarathi Transport parivahan.gov.in. On the home page of the website, you will find the link of “Driving License Related Service” under the “Online Services” menu, click on it.

Step 2:- After this on the new page you have to select the state you are resident of. For example, we are telling you about the online application process of learning license for the state of Delhi. After the new page opens, click on the link “Apply for Learning License”.

Step 3:- After this some kind of page will open in which information about upload documents to print form will be given. Here click on the button of “Continue”

If you have applied for a new license, first of all you are given a learning license. After that, on completion of the period of learning license, permanent driving license is obtained. Here we are telling about the process to download learning license online –
Step 1:- First of all you have to go to the web portal of Sarathi Transport. And in step 1 given above, when you will select your state and proceed. So you will get the link of “Print Learner License (Form 3)” under “Learning License” menu, click on it.

Step 2:- Next to this a new page will open, fill the details being sought on the new page. click on the button of “Submit”.
Step 3:- Finally the downloaded learning license will look like this as shown in the picture.
How to apply for Permanent Driving License online?
You can complete this process by following the steps given below to apply online for Permanent Driving License –
Step 1:- First of all you have to go to the official website of Sarathi Transport. On the home page of the website, you will find the link of “Driving License Related Service” under the “Online Services” menu, click on it. And after that go ahead after selecting your state and on the new page you will get the link of “Apply for Driving License”, click on it.

Step 2:- After that fill the application form and upload the relevant documents. And then submit the fee.
Step 3:- After that book your driving test slot. And take the print out of the relevant documents along with the application form.
Step 4: – Finally now you will pass the driving test then after a week or 10 days your permanent driving license will be sent to your address. Otherwise, you can also get your driving license by going to the RTO office of your area.
